The Trump White House released an FBI document Thursday alleging that China’s communist government orchestrated a scheme to create fraudulent U.S. driver’s licenses that could have allowed tens of thousands of Chinese nationals to cast ballots for then-presidential candidate Joe Biden during the 2020 election.
The document was included in a collection of materials released by the administration following President Donald Trump’s nationally televised address on election security. According to the White House, the records also allege that the Chinese government obtained voter registration data belonging to approximately 220 million Americans.
The FBI document claims that, in late August 2020, Chinese authorities produced a large number of counterfeit U.S. driver’s licenses that were secretly shipped into the United States.
“In late August 2020, the Chinese government had produced a large amount of fraudulent United States drivers licenses that were secretly exported to the United States,” the FBI file stated.
According to the document, the licenses were allegedly intended to enable Chinese students and immigrants who were sympathetic to the Chinese Communist Party to vote in the 2020 presidential election despite not being eligible to vote in the United States.
“The fraudulent drivers licenses would allow tens of thousands of Chinese students and immigrants sympathetic to the Chinese Communist Party to vote for US Presidential Candidate USPER Joe ((Biden)), despite not being eligible to vote in the United States,” the document states.
The FBI file also outlines the reported source of the information. According to the document, the intelligence originated from a “collaborative source with indirect access.” That individual reportedly received the information from an identified sub-source, who claimed the details had come from Chinese government officials.
The document further alleges that China obtained personal information from millions of TikTok users to facilitate the operation. According to the FBI file, the Chinese government used data associated with real Americans to create counterfeit identification documents.
The report states that the information allegedly included users’ names, addresses, and details regarding the devices they used to access TikTok.
According to the document, the use of authentic identifying information was intended to make the fake licenses more difficult to detect.
“The fraudulent drivers licenses were to include true ID number and true address of US citizens, making them difficult to detect,” the FBI file states.
The document further alleges that the counterfeit licenses were intended to support tens of thousands of mail-in ballots.
“China planned to use the fraudulent drivers licenses to account for tens of thousands of mail-in votes,” the report says.
The White House released the FBI file after it had previously been shared by the Senate Judiciary Committee in 2025. According to the article, the document received limited media attention following its earlier release, with Fox News identified as one of the outlets that covered it.
The release came shortly after President Trump delivered a Thursday evening address to the nation focused on election security.
The article notes that ABC and NBC chose not to carry the president’s speech.
Meanwhile, CNN anchor Jake Tapper criticized Trump ahead of the address over his continued claims regarding the 2020 election.
“He keeps pushing this notion that there’s this grand conspiracy that denied him the election in 2020, and it’s not true,” Tapper said in a video posted to X. “It’s false, it’s a delusion, it’s a fever dream, it’s a lie.”
The FBI document released by the White House formed part of the administration’s broader effort to present information related to election security following the president’s prime-time address.
