President Donald J. Trump on Wednesday reportedly issued one of his starkest warnings yet to Moscow, declaring there would be “very severe consequences” if Russia refused to halt its war in Ukraine, underscoring a tougher tone toward the Kremlin ahead of his planned summit with President Vladimir V. Putin.

“There will be consequences. I don’t have to say. There will be very severe consequences,” Mr. Trump told reporters during an event at the Kennedy Center.

His comments come just two days before his scheduled face-to-face with Mr. Putin in Alaska, a meeting the president has described as the opening move in a broader diplomatic push to end the conflict.

The president has previously warned that Russia could face sweeping sanctions and secondary tariffs if Mr. Putin did not agree to end the war within 50 days — a timeline first set in July, then accelerated to early August.

While those penalties have not yet been fully implemented, the administration has already moved to double tariffs on India in response to its purchase of Russian oil, signaling a willingness to take targeted economic action.

While he has occasionally been critical of Ukrainian President Volodymyr Zelensky’s handling of the conflict, the president’s sharper focus on Russian aggression suggests a strategic recalibration ahead of negotiations.

The Alaska summit, Mr. Trump emphasized, is designed to “set the table” for more substantial talks, potentially involving both Mr. Putin and Mr. Zelensky. “There’s a very good chance that we’re going to have a second meeting that will be more productive than the first,” Mr. Trump said. “Because the first is I’m going to find out where we are and what we’re doing.”

The president’s approach reflects a blend of pressure and engagement — a style his supporters argue has yielded results in other high-stakes foreign policy arenas.

By warning of “severe consequences” while keeping the door open for continued dialogue, Mr. Trump is signaling that the United States expects concrete steps toward de-escalation, but is prepared to use economic leverage if diplomacy fails.

Administration officials have framed the meeting as a crucial opportunity to gauge Mr. Putin’s willingness to negotiate in earnest, while also sending a message to allies and adversaries that American patience with the war is wearing thin.

The decision to hold the talks in Alaska — a location symbolically equidistant from Washington and Moscow — further underscores the administration’s emphasis on direct, leader-to-leader engagement.

While critics question the lack of immediate follow-through on earlier sanction threats, supporters argue that Mr. Trump’s measured sequencing allows him to apply maximum pressure at a time of his choosing, rather than on a schedule dictated by political demands.

As the meeting approaches, the president’s warning leaves little ambiguity: Moscow’s choices in the coming days will shape not only the course of the war in Ukraine, but the tenor of U.S.–Russia relations for months to come.
