President Donald Trump is reportedly set to sign the VA Home Loan Program Reform Act on Wednesday afternoon, delivering a major win for veterans seeking mortgage assistance and reversing what supporters say was a costly misstep by the Biden administration.
The legislation, introduced in March by Rep. Derrick Van Orden (R-WI), passed the Senate earlier this month with bipartisan support.
Trump will sign the bill in the Roosevelt Room at 1:30 p.m. ET, followed by remarks on health technology reform as part of his broader agenda to modernize key sectors of government.
“This is going down!” Van Orden declared in a celebratory statement. “We are making sure that the VA Home Loan Guarantee will remain a viable program into the future so our vets can achieve the American Dream of homeownership.”
The bill establishes a permanent partial claims program within the Department of Veterans Affairs, bringing the VA in line with other federal housing agencies.
It is designed to provide direct aid to veterans who have fallen behind on mortgage payments — a growing concern in recent years. More importantly, the bill formally replaces the Biden-era VASP initiative, which was created without congressional oversight.
“Under the Biden administration, the VA created the VASP program without consulting Congress, costing the American taxpayers $5.8 billion and endangering the entire VA home loan guarantee program,” Van Orden said.
Conservatives have long warned against executive overreach by unelected federal bureaucrats. Van Orden, who chairs the House Veterans’ Affairs Economic Opportunity Subcommittee, made clear that this legislation is about more than just housing policy — it’s about restoring constitutional balance.
“The time for faceless bureaucrats to run roughshod over elected officials is over,” Van Orden said. “My bill offers a real solution to help every servicemember and veteran maintain the American Dream of homeownership.”
The new law reflects a broader Trump administration commitment to streamlining federal programs, reining in government overreach, and honoring the nation’s veterans with more than rhetoric.
With this bill, Trump strengthens the fiscal foundation of the VA loan system and ensures that future reforms go through the proper legislative channels — not unilateral executive action.
Later Wednesday, Trump is also expected to unveil additional steps toward innovation in health technology, part of his broader effort to “Make Health Technology Great Again.”
