A former staffer who previously leveled allegations of sexual harassment against former New York Governor Andrew Cuomo in a federal lawsuit has now reportedly launched a second case against the state of New York.
On Wednesday, Charlotte Bennett, a former New York state employee and the second woman to accuse Cuomo of sexual harassment, filed a complaint in a state court alleging that the state government is accountable for Cuomo’s sexual harassment and for the actions of other aides who did not take action on the matter once it was reported.

Bennett makes allegations of sexual harassment and retribution against the state of New York, despite the fact that Governor Cuomo and his aides are not named as defendants in the lawsuit.
Bennett filed a lawsuit against Cuomo and members of his executive staff in September of last year, alleging that she was retaliated against after complaining about Cuomo’s alleged misconduct.
The lawsuit names as defendants former chief of staff Jill DesRosiers, former secretary Melissa DeRosa, and special counsel Judith Mogul. Bennett’s lawsuit was filed on the basis that she was subjected to retaliation.
Bennett claimed in the lawsuit that she filed in September 2022 that DesRosiers, Mogul, and DeRosa all helped and encouraged the sexual harassment, and that Cuomo put her in a sexually hostile work environment.
Bennett’s allegations were included in the complaint.
According to the allegations made in the complaint, when Bennett reported the alleged sexual harassment committed by Cuomo to DesRosiers, she was moved to a less desirable position on the health policy team for the Executive Chamber.
After conducting an investigation on Cuomo that lasted for many months, the office of the New York Attorney General Letitia James issued a report in August 2021 stating that he had sexually assaulted at least 11 women between the years of 2013 and 2020.
Cuomo resigned from his position as governor of New York immediately after the report was made public in order to prevent what many people viewed as the likelihood of his impeachment.
