Veteran Republican strategist Karl Rove reportedly predicted Thursday that President Trump’s recently passed economic package—dubbed the “Big Beautiful Bill”—will have a decisive impact on the 2026 midterm elections, so long as Republicans seize the political momentum it offers.
In a televised appearance, Rove called on GOP lawmakers to “go on offense,” emphasizing that the bill contains provisions that are both tangible and easily explained to voters, including tax cuts, expanded work requirements for federal aid, and incentives for tipped and overtime workers.
“This is a bill voters can understand,” Rove said. “But if Republicans remain quiet, they’ll squander the opportunity.”
The legislation, a sweeping budget and tax measure, includes deep cuts to Medicaid and nutrition assistance alongside generous tax reductions for working Americans and increased defense and immigration funding. Supporters say it reflects a return to Trump-era economic populism. Critics warn it prioritizes campaign messaging over policy effectiveness.
Despite its passage along party lines, the bill has struggled to gain broad public support. Early polling shows less than one-third of voters approve of the package, with many expressing concern over proposed reductions to safety net programs.
Some Republicans privately acknowledge the risk, noting that large reconciliation bills have historically triggered electoral backlash.
Still, Rove insisted that the bill gives the GOP a rare opportunity to define the economic conversation heading into 2026. “This isn’t just about passing legislation—it’s about telling a story,” he said.
“It’s about rewarding work, reducing government dependency, and putting money back into the hands of working Americans.”
Republican leaders have begun organizing media appearances and town halls to promote the bill, while Democrats have focused on its projected costs—over $3 trillion in new federal debt—and the estimated millions who could lose access to health care or food aid in the years ahead.
President Trump, who has celebrated the bill as a centerpiece of his economic legacy, is expected to sign it at a July 4 event in Ohio.
He has called it “historic” and promised it will spark a new era of growth.
Whether voters will see it that way remains to be seen. For now, Rove’s advice to his party is clear: take credit, take the stage, and don’t wait for the narrative to be written by others.
